What retail renovation in Singapore covers
Retail renovation in Singapore spans three formats: mall units (Jurong Point, NEX, JEM and the suburban malls), shophouses (URA-conserved heritage shop fronts) and flagship stores (Orchard Road, Marina Bay, ION). Scope typically covers shop-front and signage, ceiling and lighting, flooring, fixtures and brand carpentry, plus the POS and back-of-house store-room.
The permit footprint depends on what you’re changing. Internal fit-out under the existing trade class usually only needs landlord tenant-coordinator (TC) approval and an SCDF Fire Safety Certificate. Changing trade class (e.g. shop → F&B) triggers a URA Change of Use application. BCA-registered general builders handle the structural and M&E work either way. Source: URA Change of Use guidelines
Typical cost band: S$80–150/sqft Source: Moom 2024 SG Office Fit-out Cost Benchmarks for a suburban mall unit; S$150–280/sqft Source: Moom 2024 SG Office Fit-out Cost Benchmarks for mid-tier mall; S$280–500/sqft Source: CBRE Asia Pacific Fit-Out Cost Guide for Orchard / Marina flagship grade.
What a retail fit-out includes
Shop-front & signage
Storefront glazing, frame, entrance, primary signage and lightbox. Mall tenant-coordinator dimensional rules apply; shophouse fronts must respect URA conservation envelope.
Ceiling & lighting
Ceiling system (open / closed / track-grid), accent and ambient lighting, dimmable scene control. Lighting is the single highest-impact retail design lever.
Flooring
Tile, vinyl, engineered timber or terrazzo. Mall TCs typically dictate transition strip at the lease-line; shophouses preserve original tile patterns where present.
Fixtures & brand carpentry
Wall-bay shelving, gondolas, display tables, cash-wrap, fitting rooms. Brand-specific carpentry is the line item that flexes most between mall and flagship spec.
POS & back-of-house
Cash-wrap counter with POS, payment terminal, receipt printer; back-of-house store-room with stock shelving, staff area and CCTV rack.
M&E reinstatement-ready
Air-con, electrical, sprinkler heads and fire-alarm devices laid out so end-of-lease reinstatement back to base-build is straightforward.

Licensing & mall approvals
The contractor undertaking your retail fit-out must hold an active BCA General Builder Licence (GB1 or GB2). Specialist Builder sub-contractors are required for electrical and mechanical works. Source: BCA Builder's Licence framework
Most malls run an in-house Tenant Coordinator (TC) process: design submission against the mall’s design guidelines, contractor and insurance verification, hot-works permits, after-hours work windows. Build start is gated on TC sign-off. SCDF Fire Safety Certificate is required for the completed fit-out. Source: SCDF Fire Safety Certification
If you’re changing the trade class — e.g. retail shop converting to F&B, clinic or office — you also need a URA Change of Use application before fit-out begins. Application fee: S$535–1,605/flat Source: URA Change of Use guidelines . Source: URA Change of Use guidelines

End of lease: retail reinstatement
Singapore retail leases almost universally carry a reinstatement clause — at lease-end the unit must return to base-shell (shop-front removed, M&E disconnected, flooring back to bare slab or landlord-spec). Mall retail reinstatement typically runs S$30–65/sqft Source: Moom 2024 SG Office Fit-out Cost Benchmarks , driven by shop-front demolition, M&E strip-out and flooring.
Planning the reinstatement well before lease expiry avoids holdover-rent liquidated damages. See the dedicated reinstatement guide for scope, contractor licensing and timing.
