A commercial renovation in Singapore is any fit-out, refit or reinstatement of a non-residential space — office, retail shop, F&B unit, clinic, gym, warehouse or industrial floor — that materially changes layout, services (M&E), finishes or use. Most projects fall under the Building and Construction Authority’s (BCA) Builder’s Licence regime, with additional approvals from SCDF (fire safety), URA (change of use), NEA (F&B), and SFA (food premises) depending on space type.
